The modifier would insert a bias towards minting unminted kogs. This would create incentive to open more packs down the track, give hope to people who have gone for harder sets, and increase demand for people to buy packs intending to sell on secondary market for a future profit. It would also drive community interest much higher whenever anyone opened an older pack on stream for example.
